Mysterious sculpture appears on Queen Square

It certainly beats the traditional traffic cone on the head.

The statue of William III in the centre of Queen Square was transformed on Tuesday with this exceptional headgear made from what appears to be the protective foam put on scaffolding poles.

Its origin remains a mystery. Can anybody shed any light on its appearance?
