New consultant role to drive green skills and decarbonisation
An innovative new role has been introduced through a multi-institution partnership to better support the drive for green skills and decarbonisation in a local area.
A partnership between SevernNet, City of Bristol College, South Gloucestershire and Stroud College, and Weston College was instrumental in creating the role and is aimed at supporting skills development and economic growth in the Portbury, Avonmouth, and Severnside (PAS) area.
The newly created SevernNet skills consultant will play a key role in establishing a collaborative, place-based skills ecosystem to meet the needs of local employers.
This role has been highlighted for its contribution to delivering the West of England Industrial Cluster Local Industrial Decarbonisation Plan.

“This exciting collaboration of partners will not only inform collective skills planning for future jobs and vital economic growth, but it will also help deliver essential decarbonisation for our region,” said Julia Gray, principle at City of Bristol College
The initiative focuses on aligning local training with the region’s net-zero ambitions, enabling better planning for future jobs and economic resilience through targeted skills development.
Starting with a six-month study, the consultant will work closely with employers, stakeholders, and the community to assess current skills provision, identify gaps, and forecast future workforce needs, with a particular emphasis on green skills.
Julia Gray, principal and chief executive officer at City of Bristol College, said: “I’m delighted to share this role created in partnership with SevernNet, South Gloucestershire and Stroud College, and Weston College.
“The appointed skills consultant will play a pivotal role in determining the skills needs of employers in Portbury, Avonmouth and Severnside to deliver the West of England Industrial Cluster Local Industrial Decarbonisation Plan.”
She continued: “This exciting collaboration of partners will not only inform collective skills planning for future jobs and vital economic growth, but it will also help deliver essential decarbonisation for our region.”
SevernNet is a non-profit social enterprise that leads the project, collaborating with local colleges and regional stakeholders.
As a member-led organisation, SevernNet has long championed collaboration between businesses and the community to unlock shared opportunities and overcome challenges.
This latest initiative sets to strengthen SevernNet’s mission to promote the area as a Circular Net Zero – an approach that combines the principles of a circular economy with the goal of achieving net-zero carbon emissions.
