“We don’t need an ITA to progress transport development and investment. There are other ways we can do a lot of significant improvements”

It is my view (and many other commentators) that we DO need an ITA to make greater future progress.

Of course we can (and do) make progress without, using the good working relationships we have with our neighbouring authorities.
